The Water Education Foundation also publishes excellent layperson’s guides to a variety of water topics.
A couple years ago, the nonprofit research group Pacific Institute, which closely scrutinizes water and climate, released a desal report focused on California. Called With a Grain of Salt, it’s available online http://www.pacinst.org/reports/desalination/desalination_report.pdf
