California landscapers and other interested parties have until 5pm on May 26 to submit comments on an updated and modified version of the Model Water Efficient Landscape Ordinance AB 1881.

I contributed to the development process of AB2717 and its offspring, AB1881. I also contributed to 1881’s predecessor, AB 325 in the early 90’s. 1881 is a good plan and I think DWR is to be congratulated for adopting some of its stronger elements such as 0.70 ETo. But AB 325 was a good basic plan and was adopted by all the appropriate agencies but failed over time due to lack of enforcement. I fear that the same lack of enforcement will doom 1881 in the current budget climate. It is easy for an agency to adopt a regulation but much harder to enforce it; even harder for a cash-strapped state to make them enforce it.
